Important Information for Correcting Deficiencies in National Security Information Management
Three years before the 9/11 disaster, the Senior Information Managers of the Intelligence Community, DoD & Military Department Intelligence Agencies agreed upon a Strategic Plan for Information Systems Management.
The Plan, of 59 pages, provided a road map for correcting many of the issues currently being discussed that hinder management and sharing of intelligence information.
Regretfully, both the Clinton and Bush Administrations did not proceed with the development of the implementation plan it called for.
Most of the principles delineated within the Plan continue to be relevant.
